It's not just FT8, but PSK31, APRS, VHF Packet, etc. Paragraph (4) doesn't apply because FT8 is not a television mode, and paragraph (2) usually doesn't apply, because FT8 is normally in the data portions of the bands where phone emissions are not allowed. If I'm reading this correctly, FT8 transmissions must be ID'd in CW or RTTY. Notice there no allowance for a call sign to be transmitted in a digital mode other than RTTY when the rest of the transmission is in that digital mode. (4) By an image emission (television or fax) when all or part of the communications are transmitted in the same image emission.
